Replace SDK blacklist params

Replace the stored param-name overlay for an environment. The same names apply to every SDK in that environment. An empty params list clears the overlay. Names are trimmed, and exact duplicates are dropped.

Auth: requires sdk_blacklist:write (operator keys).
